ERPNext is licensed GPL v3, which asks no fee and sets no user limit. What you pay for is a server and any help you hire.

Nothing. ERPNext is free and open source.
A server
Frappe Cloud, a cloud server or your own hardware.
Setting it up
Configuration, data migration, training — your time or a partner’s.
Keeping it running
Upgrades, backups and support, year after year.
What the rest costs depends on how you work — see what drives an ERPNext implementation’s cost.
