On a July morning after a night of heavy rain, the drainage cell of the city corporation opens the map. Complaints logged overnight appear as points; three cluster in a low ward near Kottara where a culvert was cleaned last year. A field team is sent with a mobile capture app; they record the blockage, the water level and a new photograph, and the record appears on the central map while they are still on site. At noon the commissioner looks at the ward, sees the pattern of repeat complaints along one drain line, and approves a survey rather than another cleaning.
