Five people sit down one after another in a municipal office room on a Thursday afternoon, each asked to apply for a licence on the new portal. The first, a shopkeeper in his sixties, stops at the third screen because a label uses a word he has never seen on a form. The second completes it but photographs her document twice, unsure whether the first upload worked. Two hours produce six specific changes: two labels rewritten in Malayalam, an upload confirmation, a shorter address block. None of them needed new features. The revised flow goes back to the development vendor on Monday with annotated screens.
