Cement, steel and consumables are sent to a site and treated as consumed on dispatch. Theft, wastage and surplus go unseen. Site-wise stores with receipts, issues and returns show what each project really used against what the estimate allowed.

An example
A builder has an apartment block rising in Anandapuram mandal, on the road out past the IIM campus, and two more sites in the city. On Tuesday the site engineer records the day's concrete pour against the bill of quantities on his phone, along with the cement received and the steel issued from the site store. The subcontractor's measurement for the fourth-floor slab is entered and certified the same afternoon, so his bill can be raised against it with the advance and retention adjusted automatically. At head office in Dwaraka Nagar the owner opens the three projects side by side and sees which one is running ahead of its budget and by how much. The demand letters to buyers whose flats reached slab stage go out that evening.
