It depends on how often people will use it and what it must do. A tool used daily by field staff, or one needing the camera, GPS or offline access, justifies a mobile app. A portal that customers visit monthly is usually better as a responsive web application. We will say honestly which your case needs.
Usually, yes. ERPNext has an open API and connects cleanly. For Tally, SAP or custom systems we check what access is available and design around it. We settle this before design begins, since the integration decides much of what the app can show.
